Interest posting drive 2010

As per reports received in Divisional office from different offices interest for the year 2009-2010 stands posted in the manual / computer ledgers at Bhari, KSM, IFP Rajpura, Rajpura H.O. & Sirhind. As regards offices under Patiala H.O. interest stands posted in manual / computer ledgers at Amloh, Bhadson, Chinarathan Kalan, Govt Printing Press, G.T Bahadurgarh, Jaurian Bhatian, Majhithia Enclave, Model Town, NLBC, PG Nabha, Patiala H.O., Patiala City, Tripri, Punjabi University. SPMs and their teams in these offices have been conveyed appreciation. SPMs and their team may kindly reflect this aspect in the performance appraisal reports for the year 2010-2011. Let us see who is next recipient of appreciation on this account ?

Financial inclusion

The Department of Posts ( DoP) has decided to leverage its extensive network in rural as well as in urban areas to financially include BPL households by opening their savings accounts at their nearest Post Offices. These accounts will not only serve the purpose of financial inclusion but also constitute critical infrastructural support to transfer cash benefits to the BPL households. This will go a long way in reducing their poverty and furthering the mandate of Government of India and the State Governments. More than 1.2 crore such accounts have already been opened so far across the country. Various Ministries and Departments of Government of India have been addressed to consider delivering cash components of their social security and welfare schemes targeting the BPL households through these accounts.

Why Work

Every one must work in the universe. Only those who are perfectly satisfied with the Self, whose desires do not go beyond the Self, whose mind never strays out of the Self, to whom the Self is all in all, only those do not work. The rest must work.

Karma-Yoga is the attainment through unselfish work of that freedom which is the goal of all human nature. Every selfish action, therefore, retards our reaching the goal, and every unselfish action takes us towards the goal;

Plunge into the world and learn the secret of work, and that is the way of the Karma-Yoga. Do not fly away from the wheels of the world-machine, but stand inside it and learn the secret of work. Through proper work done inside, it is possible to come out. Through this machinery itself is the way out.

Disciple: But, sir what is the necessity at all of doing good to others?

Swamiji: Well, it is necessary for one's own good. We become forgetful of the ego when we think of the body as dedicated to the service of others---the body with which most complacently we identify the ego. And in the long run comes the consciousness of disembodiedness. The more intently you think of the well-being of others, the more oblivious of self you become. In this way, as gradually your heart gets purified by work, you will come to feel the truth that your own Self is pervading all beings and all things. Thus it is that doing good to others constitutes a way, a means of revealing one's own Self or Atman.

Inactivity should be avoided by all means. Activity always means resistance. Resist all evils, mental and physical; and when you have succeeding in resisting, then will calmness come.

Mahatma Gandhi National Rural Employment Guarantee Scheme: Role of DoP

As per Para 31 of schedule II of NREG Act, 2005, payment of NREGS wages shall be made through the individual or joint saving accounts of the NREGS workers opened in banks or in post offices. A model Memorandum of Understanding has been developed by Ministry of Rural Development, New Delhi and Department of Posts, which has been circulated to all Postal Circles and State Governments to facilitate proper implementation of disbursement of wage through Post Offices under NREG Act.

Starting with Andhra Pradesh Postal Circle in 2005, the scheme of disbursement of NREGS wages through post office accounts is presently operational in 19 postal Circles of the country (except Delhi, J&K and Tamil Nadu Postal Circles). As on 31st January 2010, nearly 3.92 crore NREGS accounts have been opened in post offices and wages amounting to nearly Rs. 6,000 crores have been disbursed to NREGA beneficiaries through 98, 811 post offices across the country.

20 officials of Department of Posts from 11 Postal Circles (including 11 branch postmasters and 7 sub postmasters) were awarded for excellence in Financial Inclusion in implementation of NREGS during 2008-09 on 2nd February, 2009 in a function held at Vigyan Bhawan, New Delhi, presided by Prime Minister and Chairperson, UPA.

Postal Life insurance and Rural Postal Life Insurance

The corpus of POLIF & RPOLIF stood at Rs. 14,152.59 crore and Rs. 3994.36 crore on 31st March, 2009. Till 31st March, 2009, these funds were earning an interest of 8% under the Special Deposit Scheme from the Ministry of Finance. Cabinet had approved Operationalisation of investment of POLIF & RPOLIF through two fund Managers, SBI Mutual Fund and UTI Asset Management Co. under the nondiscretionary mode in December, 2007. With the signing of the agreement by the Department with the two Fund Managers, the wheels were set in motion for the investment of net accretion to the POLIF & RPOLIF. The investment of net accretions started in November, 2009 and till date Rs. 425 Crores has been invested. The investment of funds is being carried out in accordance with the IRDA guidelines. Investment Board headed by Member (PLI) as Chairman overseas the investment function. The day- today activities of investment are carried out by the investment Division at Mumbai headed by the Chief Investment Officer. Only net accretions to the funds after 31.10.2009 are being invested presently. POLIF/ RPOLIF corpus as on 31.10.2009 will be converted into dated Government securities.

Training and development

During the current financial year a large number of training programmes, workshop and seminars are going to be held on different modules, topics, spheres etc. All categories of employees in Patiala Division including GDS should be mentally prepared for more and more training and development opportunities during the current financial year so that Division is able to achieve the targets.

The objective of human resource development is to ensure that the staff is well trained both in application software as well as soft skills to handle the new challenges before the Department of Posts.
